Part O of the Building Regulations addresses overheating in new residential buildings, requiring designs that limit unwanted heat gains and provide adequate means of removing excess heat. AMF MEP conducts thorough overheating assessments to identify and mitigate that risk, incorporating passive design strategies and efficient cooling systems so occupant comfort and well-being are maintained year-round. Passive measures such as shading, orientation and openable windows always come first, with mechanical cooling applied only where the analysis shows it is genuinely needed.

On more complex residential schemes we demonstrate compliance through IESVE dynamic thermal modelling aligned with CIBSE TM59, the established method for Part O work of this kind. Because we also deliver the mechanical design, mitigation is engineered rather than merely recommended. On our current London projects that means boosted MVHR with tempered-air peak-lopping cooling at Cyprus Beckton, cooling to every apartment at Orion Park, and heat-pump trim cooling on the MVHR systems at High Path Phase 2.

What is Part O of the Building Regulations?

Part O addresses overheating in new residential buildings in England. It requires designs that limit unwanted heat gains and provide adequate means of removing excess heat, and it applies to new homes and similar residential buildings. Compliance is demonstrated at design stage, either through the simplified method or through dynamic thermal modelling.

Does Part O mean every new home needs air conditioning?

No. Part O expects passive measures first, with mechanical cooling as the last resort in the hierarchy. Where analysis shows passive design and ventilation cannot hold comfortable temperatures, targeted cooling earns its place. At High Path Phase 2 the MVHR systems carry heat-pump trim cooling sized to lop temperature peaks, a far leaner solution than full air conditioning.

How is Part O compliance demonstrated on a block of flats?

Usually through dynamic thermal modelling aligned with CIBSE TM59, which is the established method for more complex residential schemes where the simplified route is too blunt. The model tests every dwelling type against standard occupancy and comfort criteria. At Cyprus Beckton that modelling shaped a boosted MVHR system with tempered-air cooling across all 211 apartments.
